Job Duties
The Virginia Department of Emergency Management is seeking qualified candidates for our Statewide Exercise Manager position in our Training, Education, and Exercise Division (TEED).
The Statewide Exercise Manager serves as the VDEM Exercise Officer and manages the Homeland Security Exercise program. This includes duties such as the regional exercise priorities, reporting, and coordination. The Statewide Exercise Manager will be responsible for building and coordinating a statewide exercise committee to coordinate exercise priorities, funding, and plans to address corrective actions. The incumbent in this position will be required to provide oversight and guidance to state-level exercises to include designing, developing, delivering, and evaluating exercises. The Statewide Exercise Manager will be required to assess the effectiveness of the State Homeland Security Exercise and Evaluation Program (SHSEEP). This incumbent will be required to manage and lead a team of talented professionals to include but not limited to setting clear expectations, evaluating employee performance, training, and ensuring the team is meeting the goals of the Training Division.
This position will require frequent travel throughout the state of Virginia. The Training Department is located at the Headquarters office but the Statewide Exercise Manager position will be allowed to use the regional offices to perform work and work remotely, as needed.

This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the Employee Work Profile.
Minimum Qualifications
• Considerable knowledge of exercise program management, budget development, contracting, and contract administration. • Knowledge and experience of adult training methods, needs assessments, exercise/program design, development, and evaluation processes. • Demonstrated knowledge of the Homeland Security Exercise Evaluation Program (HSEEP) or other corresponding exercise methodology/program. • Knowledgeable in emergency management principles and statewide infrastructure. • Considerable experience in developing collection methods and writing professional reports. • Demonstrated ability to provide effective team leadership/supervision and work successfully with providers and emergency management stakeholders. • Skills in group facilitation, effective communication skills, and strong problem-solving skills • Excellent customer service skills, project management skills, interpersonal skills, and program management skills. • Demonstrated ability to work with individuals at various levels, independently with minimal supervision and as a team member; Must have the ability to use professional judgment and discretion when making independent decisions in regard to the program. • Must possess the HSEEP certification, a valid driver's license, and satisfactory driving record.
Additional Considerations
• Working knowledge of Virginia’s local and state government organization and operation. • Knowledge of emergency preparedness and response principles • National Standard Exercise Curriculum (NSEC) Advanced Courses and ICS 300 NIMS compliance • Master Exercise Practitioner (MEP) or similar certification and experience • Considerable experience in providing exercise training programs

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range.
