Job Duties

Are you passionate about turning data into actionable insights? We’re looking for a detail-oriented Statistical Analyst to help drive data-informed decision-making within the Virginia Beach Health District. A qualified candidate is well versed in collecting and analyzing data using a variety of research methods, statistical formulas and techniques. This position core duties involve Data Management, Analysis, Informational Resources, Reporting and Quality Assurance.

 

Data Management & Analysis:

  • Collects, enters and analyzes data for various division databases; identifies trends and/or problems; prepares statistical reports and transmits data to various sources
  • Analyzes data to identify discrepancies, missing information and duplicate entries in databases/reports; links components of merged records to ensure that no data are lost and that appropriate information is available for analysis
  • Performs routine data quality checks using manual and automated techniques to identify root causes of data quality issues and ensure data integrity; responds to database errors by performing corrections, or initiating and tracking data corrections for completion by data entry staff
  • Implements relevant, trend-based quality measurements to appropriately monitor data collection and entry to ensure minimal data backlog and identifies operational data entry needs; regularly communicates issues in a timely manner
  • Develops statistical summaries to characterize the frequency and distribution of problems; identifies patterns suggesting data aberrations, software application performance problems or the need for enhanced user training; summarizes these problems and proposes resolutions
  • Analyzes applicant submitted data against base line and VDH collected data to determine compliance with applicable conditions and measures.

Informational Resources &Reporting:

  • Prepares and updates technical and ad-hoc reports, fact sheets, brochures and other educational materials pertinent to program areas, independently and in collaboration with other program staff
  • Proposes new reports, changes in procedures, and revisions to features of the program to facilitate data analysis and improved data quality; prepares documentation to reflect decisions made by applicable staff, proposed reports, and proposed modifications
  • Responds to requests for information from the general public, LHDs, and other state agencies
  • Produces reports for senior management and public presentation detailing level of compliance with cooperative agreement commitments and conditions


Quality Assurance

  • Ensures data integrity and security and performs quality assurance duties
  •  Diagnoses data errors in database by running various statistical audit reports, ensures data and reports are maintained in a secured area and access to database is protected
  • Audits QA reports to ensure effectiveness of QA processes and adherence to data entry policies/procedures
  •  Creates and distributes performance reports on data entry activities, including data quality and quantity
  •  Reconciles data issues and disputes resulting from QA reports by researching underlying data, making necessary corrections and providing prompt responses; maintains relevant documentation of corrections
  •  Responds to QA related requests, including the identification and/or explanation of trends
  • Reviews procedures and methods for report dissemination and makes adjustments, as needed
  • Assumes additional database management duties as required

Minimum Qualifications

• Knowledge of database management; data quality assurance techniques and procedures; basic statistical formulas and techniques
• Strong oral and written communication, interpersonal, problem solving, statistical analysis and database management skills
• Software skills should include MS Office (Access, Excel, PowerPoint, Publisher and Word)
• Ability to collect, analyze and enter data; perform data quality checks; report and reconcile discrepancies; prepare clear and accurate documentation and reports; conduct research; communicate effectively with diverse audiences; provide technical assistance; conduct training
• Travel may be required

Additional Considerations

• Knowledge and skill using RedCap, Tableau and other statistical software commonly used in public health.
