Job Duties

The Virginia Department of Emergency Management is seeking qualified candidates for our VEST Specialist: EOC Support position in the Operational Coordination Division.

The VEST Specialist: Emergency Operations Center (EOC) Support will be responsible for assisting the Bureau Chief and the Operational Coordination Division (OCD) Director by providing administrative and technical coordination to ensure the readiness of the Virginia Emergency Operations Center (VEOC) and Continuity of Operations. The incumbent in this position will be responsible for preventative maintenance of equipment, managing the contract for VEOC facilities, and serving as the liaison between the VEOC and internal/external stakeholders. Additionally, the incumbent will serve as the VEST COOP coordinator to include developing and maintaining the COOP Plan for the EOC, facilitating periodic meetings, and ensuring the completion of assigned projects. This position will be required to handle other tasks as assigned by the Bureau Chief and OCD Director. Additionally, the incumbent will support the VEOC in the assigned capacity during activations.

The Virginia Department of Emergency Management employees are eligible to telework one day a week.

All VDEM employees are designated as essential personnel and may be required to work during emergency situations such as inclement weather and natural or human-made disasters. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the Employee Work Profile.

Minimum Qualifications

- Comprehensive knowledge of office practices and procedures; working knowledge of the
agency and bureau missions, programs, policies, and operations.
- Considerable knowledge of federal, state, and local emergency operations systems.
- Experience in continuity of operations planning for critical 24/7 operations.
- Ability to effectively use automated applications to enhance efficiency of operations.
- Strong written and oral communications skills, ability to work well with management and
staff at all levels, and strong customer service focus needed.
- Ability to excel as a member of a team and to promote team building among staff.
- Demonstrated ability to work independently in managing workload and conflicting
priorities; strong organizational skills and detail-orientation required.
- Considerable skill in personal computers, MS Office products, automated office systems,
applications, etc.
- Flexibility to perform a variety of functions with minimal supervision.
- Able to work all shifts during activations.

Additional Considerations

- Prefer completion of the Emergency Management Basic Academy.
- Experience in state government a plus.
- Prefer current emergency management certificate (IAEM or VEMA) or the ability and
interest to complete certifications.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range.
