Tidewater Community College has served South Hampton Roads – both students and employers – for 50 years. It has grown from 1 campus into a regional educational and economic force. TCC is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 28,000 students in 2019-20. Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) services South Hampton Roads with 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions. The college had 3,203 graduates in 2019-2020, 40 percent of whom pursued degrees that would let them transfer to 4-year institutions. Of South Hampton Roads residents enrolled in higher education 36% enrolled at TCC. TCC’s institutional accreditation is affirmed through 2027 by the Southern Association of Colleges and Schools Commission on Colleges.

Under direction from the Director of Public Relations and Marketing, the Web Developer will work collaboratively with a team of professionals to design, develop, and manage TCC's continuously evolving online presence. Concentrated efforts will focus on implementation, enhancement and improvement of websites that serve as the public digital face of the college and support our educational mission.
Identify, plan, test, and execute creative and technically sound websites, web-based applications, content management systems and mobile device interfaces to support the college's online communications strategies. Design, develop and implement websites, web applications, and mobile device interfaces using a variety of tools, languages, and operating systems, including PHP, HTML5/CSS3, JavaScript, JQuery, MySQL/SQL, Expression Engine (and other CMS platforms such as WordPress, Joomla or Drupa!), in an LAMP environment. This position also involves customizing and augmenting custom websites, writing custom PHP code, and interfacing with various application-programming interfaces (API). Design, develop and manage database systems associated with websites and web applications. Leverage CSS and other design techniques to develop and implement website and web application templates and themes (based on established TCC brand standards). The position will also work with the Office of Information Systems (OIS) to leverage existing web applications, database systems and application-programming interfaces (API). Participate as a team member in website development/design projects. Provide direct one-on-one support to staff and content contributors. The positions works in conjunction with the OIS staff to ensure compatibility, consistency and seamless integration among all systems and business processes. Create timely and clear communication on the status of new projects and site improvements. Run consistent quality checks on TCC's websites and web applications. Oversee day-today management and administration of web server hardware and software. Maintain websites, web applications and other utilities. Ensure development and maintenance of websites meet Section 508 compliance regulations. Research and implement the latest industry web standards and best practices throughout TCC's websites.
Minimum Qualifications:

  • Knowledge of web design, standards, and architecture, and experience developing websites, web applications and mobile device interfaces using web Content Management Systems (CMS). (Experience with Expression Engine is a plus.)
  • Ability to lead the full development lifecycle of a website (requirements gathering, design, development, testing and deployment).
  • Knowledge of and ability to use Object Oriented design patterns and programming.
  • Ability to use Model-View-Controller (MVC) architecture and design patterns, preferably Code Igniter
  • Knowledge of user interface and user experience design and development.
  • Ability to program sites using PHP, HTML5, CSS3, JavaScript and JQuery.
  • Ability to program sites using MySQL administration, SOL, and relational database design.
  • Ability to use XML and third party APl integration in website development.
  • Ability to build websites building custom web applications.
  • Ability to conduct web application development in a Windows environment.
  • Ability to work with and integrate Oracle databases into website development.
  • Knowledge of ADA compliance requirements for websites.
  • Ability to develop web applications in a LAMP environment.
  • Knowledge of new and changing software tools, and industry trends.
  • Ability to work as a member of a team.
  • Skill in interpersonal, communication and customer service.
  • Ability to discern problems and facilitate resolutions.
  • Ability to organize, analyze, and prioritize workload effectively and efficiently, sometimes under minimal supervision, to meet deadlines.
  • Demonstrated ability to use sound judgment and practice exceptional professionalism
  • Experience in web strategy and content management.
