Description for Candidates:

  • Provide technical expertise in overseeing district's pavement management program to include pavement evaluation, preventive maintenance, maintenance repair, refurbishing, and replacement scheduling and estimating. Provide leadership, coordination and support to the Pavement Program. Provide technical support to assigned engineering program area through coordinating and supervising activities of subordinate staff.

    How you will contribute:
  • Compliance: Ensure compliance with all Construction Directives (CDs), environmental safety, EO, Materials, acceptance testing and quality directive. Ensure assigned project is compliant with VDOT, District, and regional environmental and safety goals. Ensure environmental discrepancies and safety violations are corrected. Monitor and assure compliance with all VOSHCP, OSHA, DPOR and VDOT safety policies and regulations.
  • Engineering Technology Solutions: Provide engineering technology solutions to complex or unusual cases and projects.
  • Job Safety: Determine and demonstrate proper work site protection techniques. Ensure workplace safety by identifying workplace hazards and making suggestions for improvement. Wear proper personal protection equipment. Maintain current knowledge of safety rules, regulations, laws and procedures (OSHA, VOSHA, etc.). Ensure equipment is used properly and safely. Apply MUTCD for detours, lane closures, work zones, etc. Maintain clean, orderly, and safe work environment. Follow VDOT safety regulations and practices.
  • Manage District Pavement Management Program: Direct and oversee district's Pavement Management Program. Develop estimates and cost-effective strategies to rehabilitate, preserve and extend the life of the district pavement network. Prepare and implement yearly paving schedule. Maintain and update pavement management database systems. Collaborate and coordinate with internal and external stakeholders on pavement management issues and procedures.
  • Pavement Evaluation and Design: Evaluate and design pavement construction. Investigate, verify and analyze pavement conditions. Research pavement construction and maintenance histories. Perform pavement design and life-cycle cost analyses. Provide engineering assistance during construction phase and project acceptance.
  • Pavement Restoration and Rehabilitation Program: Plan, execute and monitor pavement restoration and rehabilitation program. Assess and evaluate residency pavement needs. Develop scope, specifications and designs for pavement rehabilitation projects. Collaborate and coordinate with others to prepare annual paving schedule. Document paving schedules for federally funded projects. Prepare progress reports on pavement conditions and funding strategies to facilitate pavement management decisions.
  • Records Maintenance: Maintain automated and written reports and project records for activities performed in assigned program area. Records are maintained in compliance with agency standards.
  • Special Studies: Perform special studies and assignments to support initiatives and decision making for assigned engineering program area. Prepare project related correspondence.
  • Supervise and Train Technicians: Supervise and train technicians in performing duties for their assigned program area. Ensure technicians are capable of performing assigned activities.
  • Technical Advice and Guidance: Serve as a technical resource and consultant to inspectors, contractors and agency management. Instruct and guide field staff to assure work conforms to Agency, OSHA, VOSH and contract safety policies, plans, specifications and contract documents.
  • Time Management: Ensure work assignments are performed to achieve on schedule completion of activities on projects. Manage multiple projects and adjusts priorities as needed.
  • VDOT Representative: Represent VDOT with outside contacts, which include handling and resolving concerns of contractors and the public.

  • Knowledge of contract administration.
  • Knowledge of pavement engineering, design and construction principles, specifications, and methods.
  • Knowledge of pavement maintenance, repair, rehabilitation and replacement methods and procedures.
  • Knowledge of soil mechanics, materials properties, materials testing procedures and evaluation methods.
  • Knowledge of state and federal funding procedures and requirements.
  • Knowledge of supervisory principles and practices to include performance management and discipline.
  • Skill in performing short and long term forecasting of raw materials and completed inventories.
  • Skill in providing and promoting good customer service to internal and external customers.
  • Skill in the use of computers and software applications.

  • Minimum Qualifications:
  • Ability to develop and administer contracts.
  • Ability to develop project schedules and cost estimates.
  • Ability to interact and communicate effectively with customers.
  • Ability to obtain certifications in asphalt, soils, aggregates, concrete, nuclear safety, transportation, guardrail installation, and pavement markings within reasonable period of employment.
  • Ability to perform engineering and statistical analyses, research, and evaluation.
  • Knowledge of computerized inventory and sign shop operations.
  • Knowledge of inventory management, control, scheduling and distribution.
  • Knowledge of sign design and specifications.
  • Skill in the use of computers and software applications to include database management.
  • Valid driver's license.

  • Additional Considerations:
  • A combination of training, experience, or education in Civil Engineering or related field desired.
  • DEQ Erosion and Sediment Control Inspector or Designer certification.
  • Engineer in Training (EIT) or Professional Engineer (PE) desired.
  • Experience in developing and administering contracts.
  • Guardrail (GRIT) certification.
  • Hazardous Waste (DOT) - RCRA certification.
  • Materials certifications to include: asphalt, concrete, soils, aggregates, pavement markings, etc.
  • Radiation Safety (Nuclear Gauge) certification.
  • Skill in contract administration.
  • Skill in pavement design, construction, maintenance, repair, and rehabilitation.
  • Skill in project estimating and scheduling.
