The Virginia Department of Social Services, Division of Local Training and Development is currently seeking an Associate Director, Instructional Engagement and Design. In coordination with the Division Director, this position is responsible for leading strategic initiatives in the effectiveness and connection to agency priorities, development, and dissemination of training and communication services across the state for the Division of Local Training and Development (LTD).

The Associate Director position plays a critical role in ensuring high-quality training content, cutting-edge instructional technologies, and effective communications that serve both internal and external stakeholders statewide. This position will also provide direct support to the division as a senior leader (in collaboration with the Director and the Budget and Operations Manager and the Associate Director of Training Programs and Delivery and the eLearning and Curriculum Development teams) in the Division of Local Training & Development. Serves as a designated lead in the absence of the Division Director as assigned.

Minimum Qualifications

  • Extensive background and progressively responsible experience in training, instructional technology, and public sector communications.
  • Significant experience in a leadership role in training, instructional design and technology, and public sector communications.
  • Demonstrated success in managing successful teams, leading large-scale projects, and building cross-sector partnerships.
  • Strong knowledge of effective and modern instructional design methodologies, learning management systems, adult learning theory, and digital communication strategies.
  • Experience writing federal reports and interpreting federal regulations.
  • Demonstrated experience in project management and project management tools and software.
  • Knowledge of strategic analysis and planning practices.
  • Knowledge of needs assessment and analysis, as well as evaluation methodologies.
  • Ability to manage budgets and engage vendors and contractors effectively in the state's procurement process.
  • Demonstrated ability to prepare and deliver presentations to staff and management.
  • Excellent oral and written communication skills.
  • Must be proficient in the use of document management systems; proficient in Windows, Internet and MS Office (Excel, Word, PowerPoint); and in utilizing a Learning Management System.
  • Must have valid driver's license.

  • Experience working with state or local government agencies in health and human services.
  • Demonstrated experience with accessibility and compliance standards in training and communications.
