Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a qualified professional to serve as one of the Associate Directors for the Office of Licensing (OL). The Associate Director of State Operations works with the Director of Licensing to develop, coordinate, and implement regulations and initiatives across Virginia’s five regions, consistent with statutory responsibilities under state code and regulations. This position provides leadership, direction, and management of OL operations, ensuring alignment with DBHDS and Commissioner priorities. This position also manages enhanced monitoring protocols, risk management, and quality improvement activities.

Key responsibilities include:
• Supervising Regional Managers.
• Guiding regulatory activities.
• Overseeing provider compliance.
• Delivering training and technical assistance on regulatory interpretation.
• Reviewing variances and license actions.
• Participating in dispute meetings and hearings.
• Leading assigned licensing initiatives, drafting formal communications, and supporting agency initiatives.

Minimum Qualifications

Knowledge of state statutes, regulations, policies, and standards related to licensing and compliance, and of licensed service delivery models for individuals with mental illness, developmental disabilities, and substance use disorders. Experience applying continuous quality improvement practices, interpreting regulations, supervising a large number of staff, and leading organizational change. Strong problem-solving, data analysis, and critical thinking skills. Ability to communicate effectively, manage competing priorities, build collaborative relationships, train and mentor staff, and represent the agency with stakeholders. Strong strategic thinking skills with the ability to anticipate system-wide impacts. Discretion and sound judgment in handling sensitive information. Flexibility and resilience when responding to emerging issues, crises, or public concerns. Proficiency in Microsoft Office and the ability to work independently and handle confidential matters with professionalism are essential.

Additional Considerations

Experience leading successful organizational or policy-level initiatives, especially those involving cross-agency collaboration. Experience navigating politically sensitive situations. Excellent project management skills. Understanding of agency budgets and resource constraints.
