Job Duties

The Office of Human Resources Consulting Services (HRCS) develops, enhances, and maintains a comprehensive statewide suite of programs assigned to 4 distinct Service Areas: Talent Management and Policy; Compensation and Workforce Analytics; Workforce Development; and Shared Services. These service areas collaborate to support the Commonwealth’s goal of attracting, developing, retaining, and motivating a highly qualified workforce. Incumbent serves as the HR Manager and manages comprehensive HR services for assigned client agencies in the Shared Services Center. Provides advanced-level comprehensive HR services, including but not limited to, talent acquisition and management, classification, compensation, employee relations, benefits, HR policy, HR training, and workforce planning. Consults with and advises agency heads, managers, and employees of assigned client agencies on the full range of HR and employee relations issues and provides professional guidance.

Minimum Qualifications

Considerable experience working as a HR generalist; experience working in an HR consulting capacity; considerable experience with MS Office Suite and HRIS; considerable knowledge of HR management principals, policies, and practices to include employment law, job evaluation, compensation management, employee relations, staffing, training, and development; working knowledge of business process engineering and change management techniques; demonstrated ability to analyze, interpret, and apply state policies and procedures; ability to effectively and efficiently work independently or as part of a team; ability to effectively communicate orally and in writing with all levels of staff; demonstrated ability to conduct and facilitate compensation studies; ability to effectively work on multiple projects simultaneously; and strong analytical skills.

Additional Considerations

Experience in HR for a government agency, experience with Page Up; and/or experience with Cardinal preferred. Professional human resource certification (SHRM-CP, SHRM-SP, PHR, or SPHR) highly desired.
