Join our team at VDOT as the Assistant Regional Right of Way Manager! The Virginia Department of Transportation’s (VDOT) Right of Way and Utilities Division is excited to offer and announce an opportunity to serve as an Assistant Regional Right of Way & Utilities Manager in the Northeast Region (NOVA, Culpeper and Fredericksburg Districts) This rewarding opportunity will play a key role in advising the Regional ROW Manager and Division Administrator of issues, making recommendations, and executing solutions.
Position specific responsibilities and duties will include, but are not limited to: • Assist the Regional ROW Manager in managing day-to-day operations for regional right of way functions including acquisition, relocation, and utility relocation coordination, • Support the coordination of ROW services with project teams to meet key project milestones. • Supervise and guide ROW agents, technicians, and administrative personnel as delegated by the Regional Manager. • Provide coaching, technical support, and training to enhance staff performance and knowledge. • Ensure ROW activities are conducted in accordance with applicable federal and state regulations, including the Uniform Relocation Act, Code of Virginia, and VDOT policies. • Monitor ROW documentation and deliverables for accuracy, completeness, and regulatory compliance. • Collaborate with project managers, engineers, and consultants to align ROW/Utility activities with broader project schedules. • Assist in resolving property acquisition challenges, legal coordination, and stakeholder concerns. • Participate in the management and oversight of ROW consultants and contract staff. • Track consultant deliverables, evaluate performance, and support procurement processes. • Assist with determining Right of Way and Utility Consultant needs by organizing and planning projected workload and staffing. • Collaborate with Engineering sections to recommend and coordinate right of way and utility plan revisions. • Coordinate and conduct monthly right of way and utility progress meetings with District PE and construction staff. • Ensures Right of Way and Utility estimates are accurate and are in line with expenditures upon project completion. • Serves as backup to the Regional Right of Way and Utilities Manager as needed.

Minimum Qualifications
• Knowledge of and experience with highway engineered plan development process and plan interpretation. • Knowledge of state and federal laws pertaining to utility relocation, and policies and procedures related to utility programming. • Experience with laws, regulations and policies governing real property acquisition, relocation of persons, business, farm and non-profit organizations. • Knowledge and experience in right of way and utility contracts, policy and procedures. • Ability to develop statewide policies and procedures. • Ability to supervise and manage staff in multiple locations. • Experience hiring, supervising, developing and leading staff. • Knowledge of supervisory and human resources practices and principles to include hiring, discipline, performance management, and employee development. • Knowledge of Right of Way & Utilities Division performance metrics and demonstrate ability to meet deadlines. • Experience managing right of way and utility relocation programs for highway construction projects.
Additional Considerations
• Experience managing a diverse staff engaged in land acquisition activities in a public sector environment. • Knowledge of laws, policies, and procedures pertaining to the acquisition of right of way in a public sector environment. Experience managing a diverse staff engaged in land acquisition activities in a public sector environment. • A combination of training, experience, or education in Business Management or related field desired.

VDOT utilizes a market-based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
