Job Duties

This position oversees the Agency budget team and ensures all divisions develop and submit their budgets according to Agency priorities and guidelines in addition to reviewing and reporting budgets to senior leadership. This position is also responsible for managing the Grants Team, ensuring the planning, document preparation and flow, compliance, reporting, and coordination within the Department for all grants (Federal, state, and foundation), that are applicable to DWR’s projects, programs, and mission, are executed in compliance with federal guidelines and within state policies. This position conducts periodic reviews of all budgeting and grant functions and works with agency staff to recommend changes to improve workflows, efficiencies, and cost savings for the Agency. This position is responsible for supporting the Accounting Manager position and providing backup, when necessary, by being crossed trained to manage day-to-day financial functions and programs by providing oversight for critical financial transactions and ensuring deadlines are met for accounts payable, accounts receivable, payroll, fixed assets and financial reconciliations and reporting, when necessary.

Minimum Qualifications

Demonstrated knowledge of the principles and practices of governmental accounting and fiscal operations, including account payables and account receivables, fixed assets, grants management (federal, state and local) as well as a working knowledge of state government budgetary and financial operations, including budget development and execution processes, funding allocations, financial reporting, and financial computer applications.
Experience in budget, economic, business, and legislative analysis, financial planning or forecasting, performance-based budgeting, structure of financial systems, or financial management; or an equivalent combination of financial experience and education which is not limited to accounting is preferred.
Demonstrated ability to conduct cost analysis of programs, develop and implement funding formulas, and perform statistical analysis to reach sound results and conclusions.
Demonstrated ability to effectively plan and manage the operations of financial and accounting functions in a multi-program and multi-fund governmental environment, including the timely analysis and preparation of reports and financial statements.
Demonstrated management experience including the effective supervision, motivation, and training of staff. Able to manage multiple priorities; and effectively communicate and work with staff, program management, executive management, and Board.
Extensive knowledge and history of DWR financial policies and procedures, CAPP manual, GAAP, GASB, OMB, APSPM, and other Federal/state applicable regulations.

Additional Considerations

CPA or CGFM Certification preferred. Considerable experience in working with dedicated special revenue and federal funding streams is required. Advanced proficiency in analytical and presentation tools such as Microsoft Excel and PowerPoint also required. Experience with Cardinal, Performance Budgeting System, BITS, and grants management software a plus.
