Job Duties

NOVA VDOT is seeking a Business Analyst in the Local Assistance Department who will coordinate between VDOT and localities and oversee the daily business functions of the Local Assistance section to include financial management, and project accounting.

Administrative and Business Support- Provide a variety of administrative support functions to assigned work unit. Interpret a variety of VDOT, State and Federal policies and procedures in daily work tasks. Establish and maintain multiple spreadsheet databases with historical invoice/voucher information on LAP projects. Demonstrate advanced knowledge of Excel & SharePoint in order to establish and maintain a database with invoice/voucher information on LAP projects. In addition, pivot tables and financial reports will be created and provided to senior VDOT management and the Locality representatives. Monitor and prepare VDOT oversight expenditure reports to ensure the project budget, expenditures and oversite costs are accurately represented.

Fiscal and Budget- Coordinate financial and budgetary activities for Local Assistance Program. Prepare budgets, monitor expenditures, reconcile funding sources against voucher data and prepare extensive and detailed reports. Review invoices and vouchers, make payments and reconcile data. Financial monitoring and management of LAP and NVTA payments, significant analysis of detailed expenditures, revenues, and funding sources. Research charges and resolve financial discrepancies. Assist with estimates; and monitor/resolve issues in several automated financial systems. Compile cost data; prepare financial and finalize programmatic reports. Monitor federal financial authorizations, review and revise cost reimbursement agreements, funding transfers, disbursements. Prepare invoices; manage & monitor payment to localities & private partner reimbursements.

Procurement- Develop, coordinate, and oversee Division or District specific contracts that support the delivery of the core program. Monitor federal financial authorizations, review and revise cost reimbursement agreements, funding transfers, disbursements. Prepare invoices; manage and monitor payments and reimbursements. Conduct complex analysis and reconciliations of multiple Local Assistance Program invoices. Create sophisticated spreadsheets/databases to track the historical invoices and related vouchers for projects.





Minimum Qualifications

• Ability to gather and analyze data and prepare technical reports.
• Skill in the use of computers and software applications to include financial software.
• Skill in the use of computers and web-based systems including electronic procurement and financial management systems.
• Ability to read and interpret policies and procedures.
• Knowledge of budgeting principles and practices.
• Ability to communicate effectively both orally and in writing with diverse groups.
• Knowledge of procurement principles and practices.
• Ability to research, analyze, format financial data and prepare reports and recommendations.
• Knowledge of accounting principles and practices.

Additional Considerations

• Knowledge of federal and state accounting principles and practices.
• A combination of training, experience, or education in Business Administration, Public Administration, or related field desired.
• Prior work experience with financial management systems.
• Virginia Contracting Officer (VCO).
• Familiarity with the project development process for transportation construction projects, of locally administered project statutes and policies; state and federal funding requirements; principles of project funding, programming, financial and scheduling concepts, monitoring and reporting mechanisms.
• Demonstrated ability to use or learn VDOT project and fiscal management tools and system software (iSYP, PAM, Cardinal, iPM Project Pool, Federal Strategy Database).
• Ability to work in a fast paced and complex urban environment.
• Experience representing an organization with private or public entities in a political setting.
• Skill in the use of computers and software applications to include strong Excel and Power-BI experience.
