Job Duties

The Department of Veteran Services is seeking a experienced Business Manager for the VA VA Veterans & Family ( VVFS) department. The Virginia Veteran and Family Support (VVFS) Program Business Manager (BM) is an integral member of the VVFS leadership team, reporting directly to the Director. Operating in a suspense-driven fast paced environment, the BM leads strategic planning and operational execution to enhance organizational effectiveness and efficiency.

The BM is responsible for the organization and coordination of program office operations, technology assets and innovations, data analysis and reporting and resources to facilitate organizational effectiveness and efficiency. The position provides operational support to the VVFS Headquarters (HQ) Program office with assigned duties involving a combination of business process execution, project management, data analysis/reporting, training and performance monitoring and in-depth task coordination. The position oversees and tracks the program budget and expenditures, and all technology assets and innovations.

The position provides project, data, and budget management support to the Director, Deputy Director, Suicide Prevention and Opioid Addiction Services (SOS) Director, Criminal Justice and Housing Director, Peer Services Director, Quality Assurance and Training Manager, and four Regional Directors. The position supervises the part-time Operations Assistant (OA). This position is only eligible for one day/week of telework. 

Minimum Qualifications

• Knowledge of budget development, tracking, forecasting, and asset management.
• The ability to research, evaluate and analyze data, prepare reports, spreadsheets, and briefings.
• Knowledge of program management including operations coordination, policy and procedure development, and strategic planning.
• Knowledge of administrative practices and procedures (e.g., meeting logistics, fleet management, training, and events.
• Ability to manage program communication including community requests and referrals, briefing and reports, outreach and training materials, and website monitoring.
• Ability to serve as VVFS program liaison, representing the program on special agency projects or initiatives and collaborating with both internal and external stakeholders, including IT, Finance, Procurement, vendors, veterans, and community officials.
• Ability to effectively supervise staff, evaluate performance, and provide feedback.
• Excellent oral and written communication skills.

Additional Considerations

• Knowledge of Commonwealth of Virginia budget finance and procurement procedures.
• Prior strategic planning, operations coordination, and/or program management experience, specifically in behavioral health, mental health or counseling field.
• Background in social science, social work, business, or related field or an equivalent combination of education and experience.
