The Virginia Department of Social Services (VDSS), Division of Benefit Programs is currently seeking a Child Care Subsidy Program Manager. This position is responsible for the administration of the Child Care Subsidy Program, which strives to increase the availability, affordability and quality of child care, promote children’s learning and development, and promote families’ self-sufficiency. This position works collaboratively with the Virginia Department of Education (VDOE) and other internal and external stakeholders in policy development, planning, monitoring, and IT systems by providing leadership, serving as a subject matter expert, and ensuring policies are implemented effectively at the local level.
Minimum Qualifications
Considerable experience in overseeing operations and staff within a local department or a comparable field in human services or a related sector.
Comprehensive experience in a human service field, particularly in program administration.
Knowledge of supervisory techniques and management principles to motivate and develop staff.
Knowledge of human service programs and/or early childhood care and education programs, particularly the Child Care Subsidy Program.
Knowledge of the state supervised locally administered human services delivery system.
Knowledge of Department systems used in program management, such as VACMS.
Ability to prioritize and handle multiple tasks.
Demonstrated ability to implement and evaluate programs, including analysis of policies, laws, and regulations.
Ability to build and maintain critical relationships with internal and external partners/stakeholders.
Demonstrated ability to work both independently and as a member of a team.
Skill at speaking and writing in clear, concise language suitable for the audience.
Ability to analyze information, draw conclusions, and develop and implement solutions.
Knowledge of HR rules and requirements.
Valid Driver's License required.
