The Virginia Department of Transportation’s (VDOT) Civil Rights Division is excited to offer and announce an opportunity to serve as the next Civil Rights Manager supporting the Salem District. This position reports directly to the Civil Rights Division Administrator at the Central Office. This position’s work location is in Salem, Virginia.
The selected candidate will provide administration and planning, organizing, directing, implementing, monitoring and ensuring compliance with all aspects of the comprehensive Civil Rights Program within a transportation environment. Ensure all governing laws and regulations, policies and procedures relative to Title VI, Title VII, American with Disabilities Act, Disadvantaged Business Enterprises, DBE Program, Equal Employment Opportunity Contractor Compliance, Labor Compliance, and On-the-Job Training are upheld.
Position specific responsibilities and duties will include, but are not limited to:
DBE Program - Manage, plan and direct all activities of the District DBE Program
District Title VI Program and ADA Programs - Develop and administer District Title VI program to minimize possible adverse impact on protected classes by VDOT activities
Workforce Engagement - Continue to strengthen our workforce through improved employee relations and external partnering activities
Investigations - Plan, manage and coordinate the investigation of discrimination, retaliation and harassment complaints, report findings, and make recommendations to all appropriate levels within VDOT and the Office of the Attorney General in accordance with laws, regulations and policies
Contract Labor Compliance Program - Manage the Labor Compliance Program for Construction Projects
Local Government Partnership - Partner with local government entities, working closely with outside government entities to administer federal civil rights requirements on locally managed projects
Construction EEO, On-the-Job Training and Contractor Compliance Programs - Manage the planning and implementation of the monitoring of Contractor's overall employment practices through periodic EEO project inspections
Requirements:
Knowledge of supervisory and human resources practices and principles to include hiring, discipline, performance management, and employee development
Ability to interpret complex rules and regulations, oversee investigations, analyze the resolution of complaints and compliance analysis.
Ability to plan, direct, implement and monitor programs
Knowledge of current case law related to Civil Rights, as well as principles and practices of personnel management and related laws, rules and regulations
Knowledge of federal and state Civil Rights and labor laws, rules, regulations, policies and procedures
Demonstrated proficiency in both oral and written communication; and analyze and interpret data to make recommendations
Ability to communicate effectively orally and in writing
Knowledge of highway construction-related activities, nomenclature and industry practices
Ability to communicate effectively with diverse audiences, make presentations, conduct meetings and represent VDOT in litigation
Skill in the use of computers and web-based applications
Minimum Qualifications
Ability to perform work of considerable difficulty, exercise independent judgment interpreting Civil Rights and Affirmative Action guidelines
Ability to create, implement and present EEO and DBE training materials to customers skill in using computers and software applications
Ability to apply federal and state Civil Rights and labor laws, rules, regulations, policies and procedures
Ability to maintain confidentiality on all sensitive matters, complaints and investigations
Additional Considerations
Experience with contract interpretation. Supervisory and administrative experience.
A combination of training, experience or education in Public Administration, Business Administration or related field desired.
Experience with equal opportunity programs and working in a transportation environment desired

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
