Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking an experienced individual to serve as the Compliance and Training Officer. This position will support the procurement compliance and training functions across the agency. This position plays a critical role in ensuring the agency adheres to procurement policies, regulations, and best practices while developing and maintaining a robust training program for procurement staff.

Additional core responsibilities are as follows:

Compliance Management
• Ensure agency compliance with the APSPM, Buy IT Manual, VPPA, and Vendor’s Manual.
• Conduct internal audits of procurement activities, including contracts, solicitations, purchase orders, and procurement files.
• Review and implement corrective actions based on audit findings.
• Maintain accurate compliance records and general audit reports for leadership.

Training & Policy Development
• Develop and deliver procurement training programs for agency staff to ensure understanding of procurement policies, ethics, and regulatory requirements.
• Provide onboarding training for new hires to ensure compliance with organizational and procurement standards.
• Update and assist in the enforcement of procurement policies and procedures in alignment with state and agency regulations.

eVA Administration
• Serve as the eVA Administrator and Help Coordinator for DBHDS.
• Provide system-related assistance, including new user setup, access configuration, and troubleshooting.
• Ensure users understand eVA processes and compliance requirements.

SWaM Coordination
• Support DBHDS SWaM objectives by maintaining and tracking the agency’s SWaM expenditure goals.
• Provide guidance and resources to improve SWaM engagement in procurement processes.

SPCC Administration
• Serve as the Agency SPCC Administrator.
• Oversee SPCC program compliance and policy adherence in accordance with the DOA CAPP Manual.
• Conduct routine audits to monitor transactions and ensure compliance with procurement policies.

Minimum Qualifications

• Comprehensive knowledge of procurement policies, procedures, and regulations, including the APSPM, Buy IT Manual, and VPPA.
• Strong leadership and organizational skills with the ability to manage multiple tasks effectively.
• Demonstrated experience in developing and delivering training programs.
• Proficiency in procurement systems, particularly eVA.
• Strong analytical, communication, and problem-solving skills.

Additional Considerations

• Experience managing procurement compliance in a government or large-scale organization.
• Knowledge of SWaM and SPCC program requirements.
• Certification as a Virginia Contracting Officer (VCO) or Virginia Contracting Master (VCM) or must be required within one year of employment.
