Job Duties

VDOT's Culpeper District is looking to fill a position for a Contract Manager Residency for our Charlottesville Residency. This position will provide day-to-day oversight of contractors performing maintenance activities for the residency area. Manage field maintenance service contracts, interpret contract provisions and provide technical guidance to contractors and field staff.

As a Contract Manager Residency Supervisor, your primary responsibilities include but are not limited to:

Scope, compile and review maintenance and emergency response contracts.

Develop and recommend improvements to contract services. Secure field data to formulate and scope maintenance services, roadside contracts, pavement schedules, guardrail repair or replacement, RAAP and SAAP contracts.

Demonstrate ability to manage several assignments at the same time, working through subordinate staff.

Oversee, evaluate and document contractor performance and progress to ensure work is performed according to contract

Develop contracts according to scope for assigned program area.

Follow established processes and procedures in all phases of contract development and monitoring.

Provide contracting advice and support to others in the area of contract management.

Update and maintain records, reports and systems related to assigned contracts.

Assist in the development and management of snow removal and emergency operations contracts

Minimum Qualifications

• Knowledge of contract development, administration and management.

• Ability to oversee contractors and crew operations.

• Ability to gather data and prepare reports.

• Valid driver's license.

• Skill in the use of computers and software applications.

• Knowledge of procurement practices.

• Ability to develop, read, interpret and apply maintenance contracts, plans and policies.

• Knowledge of federal, state and transportation rules, regulations and policies.

• Knowledge of roadway maintenance and construction operations, equipment and techniques.

• Ability to develop contract specifications, scopes of work, engineering estimates, and perform mathematical calculations.

Additional Considerations

• Knowledge of state permit process related to roadway construction and maintenance activities.

• Experience in contract administration and monitoring.

• A combination of training, experience, or education in business administration, public administration, engineering or related field desired.

• Experience developing maintenance contracts and monitoring contractor performance.

• Experience with contract advertisement and bidding procedures.
