Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) Developmental Services' Office of Information Services and Technology (IS&T) is seeking a highly skilled and qualified professional to serve as the Department’s Chief Technology Officer for the Information Technology (IT) division. The Chief Technology Officer (CTO) is a key executive role responsible for leading the organization's technology strategy and managing its IT infrastructure and will play a crucial role in aligning technological resources with the strategic objectives of DBHDS and ensuring the integration of IT strategies with the organization's overall goals.

Additional Responsibilities include:
• Developing and executing a comprehensive technology and cloud computing strategy that aligns with the organization's mission, goals, and objectives.
• Acting as a visionary leader, identifying how digital trends and technology can drive the organization forward, and communicate this vision to stakeholders at all levels.
• Overseeing the organization's technology operations and infrastructure and ensuring they meet current and future requirements.
• Leading the evaluation, deployment, and management of current and future IT systems across the organization.
• Championing the use of information technology and cloud computing to improve the organization's efficiency and effectiveness.
• Encouraging and facilitating the exploration of new technologies, tools, and methodologies to drive innovation and maintain competitive advantage.
• Leading, motivating, and developing a high-performing IT team to achieve goals and deliverables.
• Building and leading a team of professionals, providing guidance and training to ensure they are proficient in the latest cloud technologies and IT practices.
• Fostering a culture of continuous learning and improvement and encouraging team members to stay current with technology and cloud certifications and training.
• Proactively managing risk by identifying and mitigating potential security threats.
• Ensuring optimal allocation of resources and prioritizing investments in initiatives that provide the greatest value.
• Managing relationships with technology vendors and service providers, negotiating contracts to optimize service levels and cost-effectiveness.
• Building strong relationships with business units and key stakeholders to ensure technology solutions meet their needs and expectations.
• Advocating for the use of cloud technologies within the organization and educating stakeholders on the benefits and best practices.
• Developing and implementing IT policies and procedures to ensure that the organization's technology resources are used responsibly and ethically.
• Regularly reporting on IT performance, challenges, and opportunities to the executive team and board of directors.

Minimum Qualifications

• Extensive experience managing cross-functional IT teams.
• Proven track record in IT strategy development, digital transformation, and aligning IT with business objectives.
• Experience in managing IT infrastructure and services, including data centers, network operations, and application development.
• Deep understanding of current and emerging technologies and how other enterprises are employing them to drive digital business.
• Proficiency in data management, analytics, and the use of data to drive decision-making and business improvement.
• Strong problem-solving skills, with a track record of addressing complex IT challenges effectively.
• Knowledgeable of new technology trends and best practices in IT management.
• Strong project management skills, preferably with a PMP certification.
• Excellent leadership, strategic thinking, and communication skills.
• Experience in managing vendor relationships and understanding of the latest technology trends and innovations.

Additional Considerations

• Experience in Computer Science, Information Technology, or a related field.
