Performance Management (for employees who supervise others) • Serves in a managerial/supervisory capacity to conduct performance management activities and ensure onboarding/offboarding and training for staff • Establishes and reviews work assignments and priorities and implements performance improvement strategies and/or problem resolution for related issues, in conjunction with program management and Human Resource staff • Ensures relevant training and workplace safety for staff • Conducts required performance monitoring and appraisals, establishes clear performance expectations, addresses deficiencies in a timely manner, and documents underperformance in accordance with state guidelines • Supports employee growth through regular feedback, coaching, and professional development opportunities
B. Digital Strategy Oversight • Collaborates with Director of Communications, relevant staff and divisions to craft and execute overall digital strategy for the agency • Assists with the development of digital and social strategies and plans, including contributing to the researching and writing for online campaigns and metrics; gives final approval on strategies and plans • Presents to VDH senior leadership as requested on digital campaigns, metrics, strategic goals, etc • Develops an annual FY budget that reflects all expenses of digital communications; collaborates with Communications Director on final budget • Agency image/revenues enhanced/increased through effective public relations and media and communication programs • Reviews, edits, and approves all digital communications materials which may include Commissioner’s newsletter, clinician letters, press releases and mass constituent correspondence
C. Social Media and Website Management • Oversees and reviews all VDH social media accounts and website content, metrics, graphics, in house campaigns, staff training, etc. • Collaborates with SMEs and program leaders to provide project management oversight of the digital program, including organic and paid media projects; manage multiple digital projects and work streams, and milestone reporting • Works with members of creative team and/or consultants to develop graphics, video, and other content for digital channels, ensuring 508 compliance as well • Manages and organize all files related to social media posts, comments, messages, etc. for public records and FOIA requests • Create, implement and track all in-house online campaigns • Manage and approve small scale campaigns
D. Vendor Management • Reviews and approve all digital content produced by vendors; member of the RFP selection committees when digital communications are included in the process • Manage social medial and website vendor contracts • Reviews and approves associated costs with digital communications
Minimum Qualifications
• Understands broad organizational priorities and properly deploys resources to reach established engagement targets • Strong analytical ability to evaluate performance, and adjust digital strategies as needed • Strong listening and communication skills • Capacity to work independently and collaboratively • Collaborate internal creative and vendor relationships to develop innovative projects, drive them to completion and achieve desired results • Proactivity to review and revise digital strategies around social media, digital tools, and engagement measure effectiveness • Effective planning and development of public and media relations, marketing and fund raising programs • Applies knowledge of the organization, operation, related program area(s), strategic planning and the agency’s mission • Applies knowledge of management principles and practices, resource planning, and budget development • Senior level management experience in effectively developing & managing a results-oriented, complex, fast paced communications program
Additional Considerations
• Extensive digital marketing experience • Experience in launching both organic and paid digital programs • Expertise in utilizing Search Engine Optimization (SEO) and Search Engine Marketing (SEM) to optimize digital platforms • Proficiency in Spanish - oral and written
