Job Description:

Reynolds is one of the largest community colleges in Virginia and serves Virginia’s capital city and five nearby counties. Annually, our four campus sites serve approximately 13,000 credit students and provide training for 7,400 students through the Community College Workforce Alliance. CCWA is seeking a Director of the APM Workforce Intermediary to lead all aspects of the Advanced Pharmaceutical Manufacturing (APM) regional alliance, building and maintaining relationships with external constituencies to develop workforce development solutions for the region's APM and Biotechnology clusters. The Director will work for the backbone organization, the Community College Workforce Alliance (CCWA), and will collaborate with leaders across the local workforce landscape, including employers, education and training providers, government agencies, community benefit and support organizations. This position is grant-funded through January 15, 2028.

The Director position is assigned to:
• Assemble the APM Workforce Sectoral Partnership, a steering committee of leaders across the local workforce landscape, including employers, education and training providers, government agencies, community benefit and support organizations, and community members.

• Develop a detailed strategic plan, including a mission, vision, governance, and communications strategies - to place a significant number of local residents in good APM and biotechnology jobs in the region.

• Engage employers and education to build talent pathways, identifying relevant competencies, mapping competencies to training, and building lifelong academic pathways that lead to higher wage jobs.

• Develop a communications and branding strategy for the APM Workforce Partnership, the APM Intermediary, and APM programs produced by Workforce Sector partners.

• Provide leadership over the APM Intermediary.

• Participate in the coalition-wide meetings and events of the APM Tech Hub Consortium, led by the Commonwealth Center of Advanced Manufacturing (CCAM), and the Alliance for Building Better Medicine.

• Support fundraising efforts that advance a shared vision for the intermediary and the larger APM Workforce Coalition.

• Manage programming activities of the Good Jobs Challenge grant. Ensure all semi-annual reporting is completed.

• Represent the APM Intermediary at conferences and events.
Minimum Qualifications:

We are seeking an experienced leader with at least 3-5 years of workforce development and/or project management experience to drive this effort. The right candidate will have the following skills:

• Strategic Thinking. You can effectively synthesize a range of information sources and viewpoints to drive toward a desired outcome. You are able to effectively leverage data to drive decisions but also can recognize when data is insufficient and other approaches are needed to complement a data­ driven approach. You can understand the details but keep an eye on the big picture.

• Project management. You have experience building complex initiatives that involves multiple systems and stakeholders. Bonus points if you've done this in a nonprofit or government context.

• Excellent written and oral communication skills. You can effectively communicate with a diverse set of stakeholders through a variety of channels (e.g., meetings, memos, decks, and phone calls). You can clearly and effectively communicate about sensitive and complex topics.

• Cross-functional coordination skills. You have the ability to work effectively within a cross­ functional structure, understanding how to influence colleagues in other roles and with differing perspectives.

• Management experience. You are an effective people manager and have experience hiring and building diverse, inclusive teams of staff and vendors. You are adept at managing teams to execute at a high level of quality against plans, and communicating about your work to cross-functional stakeholders, community members, and organizational leadership.

• Adaptivity and creativity. You can make progress in changing circumstances, especially within a start-up environment. You know when and how to change course, bringing people along with you. You enjoy finding creative solutions to challenging problems and relish the opportunity to learn.

• Familiarity with workforce initiatives. You have general knowledge of the workforce landscape in Virginia and understand the key players and initiatives in place.
Additional Considerations:

• Minimum 3 years of relevant work experience in workforce and talent development with a focus on program planning, business operations, and project management.

• Prior success building and developing a team.

• Strong analytical and project management skills

• Excellent verbal and written communication skills.

• Ability to manage multiple projects and collaborate with team members.

• Experience researching and analyzing innovation ecosystems and emerging tech fields.

• Prior effective results designing and managing complex projects involving cross-sector stakeholders.

• Strong interest in discourse around workforce development strategies, ecosystem development, career and technical education.

• Proven record of success in program development and stakeholder management.
