The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the Director Eligibility and Enrollment Services in the Eligibility and Enrollment Division.
This position is responsible for providing executive leadership, oversight, strategic direction and program management for the Division of Eligibility and Enrollment Services (EES).
This includes day-to-day oversight, development, updating and implementation of Medicaid eligibility related operations and services, collaborating with other agencies and stakeholders, including but not limited to the Centers for Medicare and Medicaid Services (CMS), State Corporation Commission (SCC), Virginia Department of Social Services (VDSS), and Local Departments of Social Services (LDSS).
Within DMAS, the EES Director collaborates across deputy areas, with close collaboration with the Office of Internal Audit and Information Management teams. This position is a fast-paced role which requires the ability to work autonomously, have strong decision-making skills, and have the ability to pivot and work on high priority and fast-paced projects.
Projects within the EES portfolio include:
Oversight of the Facilitated Enrollment program and coordination of State Based Exchange (SBE) Marketplace policies and procedures with the SCC.
Oversight of the Cover Virginia contract which includes the vendor responsible for operating the state-wide Medicaid call center, the Central Processing Unit, and the Cover Virginia Incarcerated Call Center/Processing Unit, and the new Cardinal Care Correspondence Center (inbound and returned Cardinal Care mail processing center).
Oversight of federal and/or state audits of eligibility and/or enrollment systems including the development/implementation of corrective action plans.
Oversight of the eligibility systems unit, responsible for implementing system changes to align with federal policy and state regulations with a focus on automation; and constant collaboration with VDSS Benefit Programs within the areas of administration, training/guidance, communication, and monitoring.

Minimum Qualifications
Extensive knowledge of the Medicaid and Children’s Health Insurance Program (CHIP) programs, major initiatives and the populations served.
Knowledge of the Virginia Case Management System (VaCMS) and Medicaid Enrollment System (MES), with considerable knowledge of implementing new programs within eligibility/enrollment systems including project management skills.
Extensive knowledge, recent leadership experience and a demonstrated history of successively responsible management positions to include managing professional employees, developing high performing teams, setting goals, and managing resources to achieve action-based results.
Extensive experience delegating work monitoring progress and providing continuous feedback loops.
Extensive knowledge implementing large scale systems and processes with innovative and creative problem-solving skills, effectuating change, and providing data driven results.
Considerable experience in contract monitoring preferred.
Comprehensive knowledge of budget management with the ability to plan, track, and project annual division budget of $36m+.
Comprehensive experience utilizing data tools to formulate or analyze proposals, evaluate programs, measure performance, and improve outcomes to plan and forecast future needs.
Extensive knowledge of Modified Adjusted Gross Income (MAGI) and Aged, Blind, and Disabled (ABD) (to include Long-term Supports and Services and patient pay) Medicaid eligibility policy.
Extensive experience managing complex projects to successful outcomes, through independent work and effective delegation with extensive experience prioritizing multiple high priority tasks with ability to handle emergent issues and high-level requests while meeting deadlines and performance expectations.
Extensive experience communicating orally and in writing to varied audiences and serving as an effective spokesperson for the agency and the work of the division.
Extensive experience working collaboratively with diverse stakeholders to include internal stakeholders/cross divisional projects.
Considerable knowledge of the state budget, state code, General Assembly session process.
Considerable knowledge drafting decisions packages, financial impact statements, and collaborating with other individuals across agencies/divisions to develop cost analyses.
