Job Description:
Germanna Community College is a public, open access institution of higher education in the Virginia Community College System. The College is a dynamic learning organization that serves as a regional leader and preferred partner where quality learning experiences enable students to participate effectively in the social, economic and political, intellectual, and cultural life of their communities. Germanna Community College is centrally located in Fredericksburg, VA between Washington D.C. and Richmond and between the Blue Ridge mountains and the Chesapeake Bay. Full of history, the area offers a community rich with diversity, the arts, technology, vineyards, hiking, canoeing/kayaking, and many other activities.

Germanna Community College seeks a full-time Director of Finance to oversee the accounting, finance and budget operations for the college. The successful candidate will ensure conformance with local, state and federal regulations and requirements of all appropriate accounting oversight agencies, including (but not limited to) the Governmental Accounting Standards Board, Financial Accounting Standards Board, American Institute of Certified Public Accountants and the National Association of College and University Business Officers. This position is primarily located in the Locust Grove area of Orange County and travel to other campus locations may be occasionally required.

Major Duties Responsibilities:
  • Directs and controls accounting activities
  • Develops and manages budget
  • Coordinates financial reporting and audits
  • Directs and assists college personnel with financial activities
  • Designs and maintains supplemental systems and applications
  • Develops and maintains financial policies and procedures
  • Controls and directs cash management system
  • Manages capital outlay program
Minimum Qualifications:

A bachelor’s degree in accounting, finance, business administration, or a closely related field is required for this position due to the complexity and scope of financial responsibilities inherent in managing a public institution’s fiscal operations.
The Director of Finance oversees budgeting, financial reporting, compliance with state and federal regulations, and strategic financial planning. These duties demand a strong foundation in generally accepted accounting principles (GAAP), governmental accounting standards, and financial analysis, competencies typically acquired through formal postsecondary education.

In alignment with Virginia’s skills-based hiring practices, candidates with equivalent professional experience or certifications (e.g., CIA, CPA, CGFM, or CMA) that demonstrate mastery of these competencies may also be considered.

  • Detailed knowledge of fund accounting and GASB
  • Detailed knowledge of internal control management
  • Extensive experience and aptitude with accounting software and Microsoft Excel
  • Progressively responsible positions in accounting or finance
  • Supervisory experience
  • Excellent communication skills
  • Experience with or willingness to learn AI tools
Additional Considerations:

  • CPA, CGFM, CMA, and/or MBA
  • Work experience in a state or local government accounting office or a higher education accounting office
