Supervisory Responsibilities: 
Supervises an inclusive team in multiple program areas to ensure the effectiveness of and compliance with local, state, and federal regulations.
 
Essential Functions: 
  • Responsible for performance management, workforce development, and staff retention including coaching, onboarding, assessing professional development needs, providing training, evaluating staff performance, advocating for staff well-being, fostering resilience to help staff manage secondary traumatic stress, cultivating an inclusive team culture, and recommending personnel actions including hiring, advancement, and discipline.
  • Provides staff supervision in their delivery of specialized trauma-informed and family-centered services designed to ensure child safety, well-being, and permanency; assigns, reviews, closes cases, and approves services plans.
  • Coordinates and maintains extensive partnerships with other child welfare programs and school personnel, and provides a pivotal role in community service coordination with numerous local social service agencies; responds to service provision inquiries and concerns/complaints regarding program policies/practices.
  • Promotes cultural understanding and competency and an organizational climate of equity and inclusion; provides a high level of service to all internal and external customers.
  • Gathers and analyzes relevant data to evaluate and advocate for programmatic needs, making recommendations regarding regulations and service program implementation; briefs agency director and other management staff on local, state, and federal legislative issues that impact the program, assists in the development of prevention program resources, and formulates programs/policies to support program staff.
  • Prepares and reviews program plans (management, strategic, annual report, state plans) and special reports for the agency director, advisory board, school, and/or local government officials.
  • Prepares grant applications, authorizes funding for services, and provides fiscal oversight of purchased services and expenditures.
  • Participates in agency, interagency teams, and state-level workgroups; coordinates and/or assists with special projects and events.
  • Provides on call supervisory consultation for Child Welfare Staff after hours and on weekends for emergencies involving the abuse/neglect of children or situations requiring immediate attention regarding children in the custody of the Department of Social Services. Provides direct back up assistance as needed.

Competency: Knowledge/ Skills/ Abilities: 
  • Thorough knowledge of the philosophies, objectives, practices, and techniques of social work and counseling;
  • Thorough knowledge of current social, economic and health problems;
  • Thorough knowledge of the techniques and means of effective supervision, including interviewing, counseling, and investigating;
  • Thorough knowledge of the principles and techniques of family services, public assistance, or protective service work;
  • Thorough knowledge of the programs, laws, and procedures of public assistance programs of the area of assignment; thorough knowledge of community resources for social services;
  • Thorough knowledge of the legal/judicial process relative to the area of assignment. 
  • Ability to plan, organize, assign, and supervise the work of a staff of caseworkers and to train and instruct subordinates;
  • Ability to communicate complex ideas effectively, orally, and in writing;
  • Ability to establish and maintain effective working relationships with clients, officials, employees, and various parties to cases;
  • Ability to analyze situations to make sound judgments within the framework of existing laws, policies, and regulations.
     
Required Education and Experience: 
  • Minimum of a bachelor’s degree in a Human Services field or a minimum of a bachelor's degree in any field
  • Minimum of two years of appropriate and related experience in a Human Services area.
  • Considerable experience in assigned program area/human services programs and completion of required training programs.
  • Additional requirement of supervisory experience or work experience in a leadership role and considerable experience in human services programs or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Possession of a BSW or MSW or related master’s degree and a Commonwealth of Virginia Social Work license or other clinical license are preferred.
  • Workers in this position are required to drive, and they must meet the eligibility requirements of the County's safe driver policy. Workers must be willing to travel occasionally overnight and may be required to assist in managing emergency shelters for the public. The candidate may be subject to criminal history and central registry background checks.
     
Preferred Qualifications/Certifications: 
  • Possession of a BSW or MSW or related master’s degree and a Commonwealth of Virginia Social Work license or other clinical license.
     
Physical and Mental Requirements: 
  • Work is typically performed in an office setting with occasional extended periods of time at a computer terminal.
  • Frequent need to travel for meetings within the County and schools and occasional travel beyond the County for training or meetings is required. 
  • Regular contact with local and state staff in various departments, including Social Services and Education, other County departments, and school staff
 
Remote Work: 
This position is not eligible for remote work. All County staff must maintain residence within the Commonwealth of Virginia.
