The Human Resource Analyst supports the development and sustainability of a competent, valued, and well-supported workforce across the Rappahannock-Rapidan Health District (RRHD). This position is responsible for managing and advising on key HR functions including recruitment and retention, classification and compensation, employee relations, performance management, onboarding, benefits coordination, compliance, and personnel transaction processing. As the District’s sole local HR professional, the Human Resource Analyst provides direct support to leadership, supervisors, and staff to ensure adherence to VDH policies and state regulations, while fostering a positive and equitable workplace culture. Through responsive service, strategic guidance, and a focus on continuous improvement, this role strengthens RRHD’s operational effectiveness and its ability to attract, support, and retain a high-performing public health workforce.
A. Recruitment and Selection • Conducts the recruitment/selection process for all wage and classified positions for assigned offices or districts; utilizes PageUp accurately and effectively. • Provides technical assistance to hiring managers, applicants and others involved in the process. • Ensures that all human resource forms are prepared accurately, analyzed, approved and submitted to OHR as needed. • Prepares, reviews and/or edits job announcements for various recruitment sources; determines scope of advertisement based on job requirements; prepares, reviews and/or edits screening criteria, interview questions, panel composition, etc. • Provides technical assistance regarding roles, responsibilities, requirements and legal impact. • Ensures EEO compliance throughout recruitment/selection process. • Ensures compliance with compensation policies. • Reviews starting salary and recruitment decisions and ensures justification for hiring decision is appropriate. • Prepares offer letter and coordinates orientation. • Ensures recruitment files are closed out and maintained appropriately. • Respond to inquiries from internal and external applicants. • Ensures that employees undergo background investigation reviews and that all on-boarding paperwork is completed accurately.
B. On-Boarding &Training • Coordinate and complete the onboarding process for each new employee of the District or Office. Initiates new employee orientations as well as exit interviews. • Prepares benefits packets and personnel files. • Assists new hires with appropriate HR forms and procedures. • May conduct or support new employee orientation and HR training sessions utilizing established training and orientation materials C. Benefits & Related Practices • Serves as contact for staff members providing guidance on workers' compensation, leave, health insurance, unemployment, etc. • Prepares and processes appropriate benefit forms and assures required forms and transactions are submitted to OHR; • Meets with new employees to conduct benefits portion of orientation. • When notified of WC incident, provides all required documents and forms within established timelines. • Reviews and processes health insurance forms for new enrollments and qualifying mid-year events. • Prepares and sends separation letters outlining benefits and processes termination documentation, including final leave information.
D. Transactions & Records Management • Prepares and processes HR transactions, including funding changes, supervisory updates, employment actions, separations, restricted status, pay transactions, etc. • Submits forms authorizing employment actions to supervisor for review. • Reviews and processes various forms, including Teleworking, Alternate Work Schedules, outside employment, etc. • Works with managers to resolves issues if necessary. • Reviews forms (benefits, tax, direct deposit) for completeness and accuracy, follows-up on discrepancies and/or problems, and submits final evaluations to OHR. • Manages centralized HR files in accordance with records maintenance policies and guidelines. • Coordinates HR records retention activities, including reviewing relevant logs, pulling files to be destroyed, and preparing paperwork to request authorization for disposition, and arranging for disposal.
E. Customer Service & Technical Assistance • Responds to requests for information and provides technical assistance regarding assigned HR areas. • Responds to external and internal requests for information related to HR activities. • Responds to emails timely and provides superior customer service to internal and external customers
Minimum Qualifications
• Working knowledge of human resource programs, regulations and guidelines; • Working knowledge and demonstrated experience working with recruitment and selection techniques and strategies, and classification and compensation practices; • Knowledge and experience working with benefits and the processing of personnel transactions; • Ability to interpret and apply applicable policies and procedures; • Ability to prepare, process, track and file a large volume of employment and position transactions; • Strong computer, oral and written communication, and organizational skills; • Ability to manage competing priorities and meet deadlines; • Ability to maintain confidentiality
Additional Considerations
• Experience/training in Human Resources, Business or related field; • Knowledge of state benefit and recruitment systems (Cardinal & PageUp); • Working knowledge of DHRM Human Resource policies & procedures
