Job Duties

The Virginia Department of Emergency Management is seeking a qualified candidate to join our dynamic Human Resources team as a Senior Human Resources Consultant. The candidates interested in this role should have experience and be willing to work in a fast-paced and high-volume environment.

The Human Resource Consultant Senior is both a strategic and hands-on partner that provides full cycle Human Resources support to employees at VDEM’s headquarters, Emergency Operations Center, and regional offices. This position oversees and manages the full cycle recruitment process to include leading strategic recruitment initiatives, performing duties in the recruitment process, and providing guidance and consultation to hiring managers throughout the recruitment process. The Human Resources Consultant Senior may also assist with the administration and providing guidance of classification and compensation, and performance management functions as needed. The Senior Human Resources Consultant will serve as a recruitment subject matter expert. The incumbent in this position will be responsible for remaining current on all relevant HR policies, procedures, and applicable federal and state laws to ensure agency compliance. The successful candidate must be able to collaborate effectively with a diverse workforce and engage with staff at all levels across the agency.

Duties for this position include but are not limited to:

- Lead and manage the full-cycle recruitment process, ensuring compliance with VDEM and Department of Human Resource Management (DHRM) policies.
- Screen applications, provide candidate recommendations to hiring managers, and prepare and extend job offers.
- Advise hiring managers on creating position descriptions, forming interview panels, developing interview questions, and conducting fair and consistent selection processes.
- Assist with providing and performing a full range of Classification and Compensation activities, job analysis and position classification.
- Coordinate and represent VDEM at job fairs and community outreach events to support talent acquisition.
- Ensure recruitment documentation is complete, accurate, and compliant with applicable laws, policies, and regulations.
- Supervise and lead a team of three wage HR Assistants supporting recruitment functions.
- Track and analyze key recruitment metrics and provide data-driven recommendations for continuous improvement.

All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official EWP.

Minimum Qualifications

- Knowledge of human resources principles and practices including talent acquisition, classification and compensation, organization and job design.
- Knowledge of job analysis and job evaluation techniques and recruiting, screening, and interviewing techniques.
- Demonstrated ability to consult and advise employees, supervisors, managers in resolution of HR issues and make sound recommendations.
- Ability to understand business goals and recommend new approaches, policies and procedures to effect continual improvements in business objectives, productivity and development of HR within the agency.
- Proven experience in proposing and implementing innovative HR solutions and driving process improvements
- Ability to develop strategies to improve customer service, program efficiency and effectiveness.
- Knowledge of Federal and State regulations related to human resources functions.
- Knowledge of HR record keeping principles and HR information systems.
- Experience working in a rapid changing and complex work environment.
- Must be solutioned focus and be comfortable working in an environment which demands strong deliverables along with the ability to identify problems and drive appropriate solutions.
- Able to balance multiple priorities, lead meetings, make effective business decisions and meet deadlines.
- Must be able to interact positively and professionally with all levels of staff in the organization.
- Proficiency in using computers to include using Microsoft Office (Word, Excel, SharePoint, Teams) and Applicant Tracking Systems such as PageUp.
- Exceptional leadership and supervisory skills, with experience managing HR professionals and complex processes.
- Must possess a satisfactory driving record and a valid driver's license.

Additional Considerations

- Familiarity with DHRM policies and procedures.
- SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
- An equivalent combination of training and experience in Human Resources or a related discipline.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range.
