The
Virginia Alcoholic Beverage Control Authority is currently seeking
applicants for the IT Procurement Officer II role. The Procurement Officer
II develops and administers IT contractual service agreements and ensures
compliance with contractual requirements; analyzes requisitions and
procures requested goods and services using the most efficient method of
procurement; will prepare written solicitations; evaluates responses and
makes awards; negotiate with vendors and ensures timely procurement
processing.

of Responsibility:

and services (to include hardware/software), procures same in
compliance with
the Authorities polices and procedures using all methods of procurement.

when exceptions to policy are necessary.
- tab-stops:list .5in">Investigate, resolve and report non-routine
or complex procurement Pre-Procurement Project Planning and
initiation to
include Market Research and the single point of contact between
vendors and agency stakeholders.
- tab-stops:list .5in">Negotiate with vendors to achieve the best value
for the Commonwealth.
- tab-stops:list .5in">Develops and maintains various types of
contractual agreements/term contracts for professional and
non-professional services,
and goods in compliance with the Authorities policies and procedures.
- tab-stops:list .5in">Provides assistance to management as needed.
Assists employees in the proper procurement process. Provides
frequent updates of
procurement status.
- tab-stops:list .5in">Provide thorough information and recommendations
to all appropriate stakeholders concerning product and service
availability,
sources of supply, known vendor performance, pricing,
available cooperative contracts, and alternatives.

priorities for the department with an initial focus on
“negotiations”.
- tab-stops:list .5in">Answer end user questions related to
department processes and requirements.
Minimum Qualifications:
- tab-stops:list .5in">Two years of experience in procurement/
strategic sourcing of goods and services
- tab-stops:list .5in">Knowledge of procurement principles and techniques
- tab-stops:list .5in">Demonstrated ability to lead/manage projects
and processes that involve cross divisional, internal and external
personnel.
- tab-stops:list .5in">Demonstrated ability to interpret and apply
policies and procedures; negotiate with vendors; and advice
departmental personnel
in procurement activities.
- tab-stops:list .5in">Demonstrated skills in developing, issuing,
and evaluating solicitations for goods and services.
- tab-stops:list .5in">Knowledge of automated purchasing processes
including electronic requisitioning, purchase orders etc.
- tab-stops:list .5in">Demonstrated skills in technical and
non-technical writing of requirements and specifications.
Preferred Qualifications:
- tab-stops:list .5in">Bachelor's degree in Business Administration
or related field; or equivalent work experience.
- tab-stops:list .5in">Two plus years in IT Procurement
- Experience and knowledge of the practices
and procedures for purchasing, as well as strategic sourcing
principles and
- tab-stops:list .5in">
practices.
- Working experience with the
Commonwealth’s e-Procurement system eVA preferred.
- tab-stops:list .5in">VCA/VCO certification (or ability to achieve
within 1 year) as a preferred
qualification.
