About Central State Hospital

Central State Hospital (CSH) is a 277 bed Joint Commission accredited psychiatric inpatient facility located in Petersburg, Virginia. CSH has proudly been serving citizens of the Commonwealth since 1870, when we opened our doors as the first psychiatric hospital in the country dedicated to the treatment of African Americans. A new and modern CSH is currently under construction on the same property, with a scheduled completion date of 2027.

CSH maintains the only maximum-security treatment facility in the state (111 beds). We also have 166 beds available for individuals in the community who need inpatient care, as well as individuals in the criminal justice system. We believe that treatment should be holistic and focused on the person’s individual needs, recognizing that recovery is not linear or the same for every person. Treatment modalities may include medication, evidence-based group and individual therapy, peer support, psychosocial rehabilitation, vocational training, preparation for court, and treatment for substance use.

Departmental Mission Objective

Financial Services provides a wide array of services to Central State Hospital and Hiram Davis Medical Center. These services include budget/financial management; payroll and timekeeping; accounts payable; procurement, material management, and warehouse; and general administration. Financial Services is the liaison with the Department of Behavioral Health and Developmental Services and other government agencies such as the Department of Planning and Budget, Department of Accounts, Department of General Services, and the Auditor of Public Accounts to ensure compliance with state policies on campus.

Purpose of Position

Serve as the local fund accountant to one or more of the facilities (CSH and HDMC) making up the Petersburg Complex of DBHDS. Responsible for properly coding and receipting all monies collected for Commonwealth and Local Funds in excess of $3 million annually utilizing the Automated Cashier Transaction System (ACTS) as well as disbursements from Local Fund Accounts. Processes disbursements from Patient Fund Accounts, Local Fund Accounts, Commonwealth Accounts and patient payroll accounts.

Job Duties Include:

- Ensuring that all entries are coded properly and recorded in ACTS daily to ensure appropriate automated systems are updated as funds are received.
- Ensuring deposits are made within 24 hours of receipt for all accounts
- Performing daily, monthly, and yearly backups for audit purposes
- Coding, batching, verifying, and posting all transactions for receipted and deposited funds in FMS to update General Ledger Accounts
- Verify availability of requested funds through FMS system, process individual transactions, and ensure proper coding
- Prepare funds for disbursement requests via check, Walmart, or Bank Debit Cards within 5 days of the request
- Requests or receives receipts and/or change returned to the cashier and performs audits based on original request to support disbursement. Follow up on all discrepancies not in compliance with established policies within 2 days of receipt
- Prepare and submit Commonwealth expenses for local fund reimbursements
- Maintains a clear audit trail and ensures 98% or better accuracy
- Responds to all telephone, document, e-mail, and walk-in inquiries relative to all areas of responsibility; and
- Other duties as assigned

Minimum Qualifications

- Knowledge of GAAP (General Accepted Accounting Principals) (REQUIRED)
- Knowledge of general office procedures as well as automated office equipment (REQUIRED)
- Proficiency in data entry of alphabetical and numerical source documents (REQUIRED)
- Experience in working with basic accounting and business math. (REQUIRED)
- Ability to analyze and research data (REQUIRED)
- Ability to perform multiple tasks simultaneously (REQUIRED)
