Job Duties

The Planner will provide agency wide evaluations of COPN (Certification of Public Need) applications and request for extensions. Draft and develop extension correspondence and recommendations. Monitors the status of certifications and sends reminder letters. The Planner will serve as a technical resource regarding issues and provide guidance.

1, Evaluate COPN applications,
2. Evaluate the public need for requests made for medical care facilities and services as determined by compliance with State
Medical Facilities Plan/State Health Services Plan and 8 statutorily required considerations,
3. Writers detailed report of staff report and recommendation for assigned reviews,
4. Defend recommendations made on request for certificate of public need through the informal fact finding conference,
5. Evaluate requests for significant changes and extensions for certificates of public need for compliance with applicable
regulations,
6. Draft correspondence for signature changing and extending certificates when appropriate.
7. Develop recommendations when applicants do not qualify for extension.
8. Serve as technical resource for applicants and other interested parties regarding COPN issues.

Minimum Qualifications

• General knowledge of health care industry, especially medical care facilities planning and development
• Strong analytical and rhetorical skills
• Entry level knowledge and experience with public regulatory policies, procedures and practices; ability to communicate orally and in writing, in a clear and concise manner
• Ability to accomplish heavy workload within a stipulated timeframe; ability to analyze, evaluate, and handle public relations problems with customers in a professional manner

Additional Considerations

•Professional level work experience in a health planning or health care services organization
•Associate level staff experience in planning, research, and analysis preferably in a health planning or health care organization
