Job Duties

To provide accurate, timely purchasing functions following Virginia Public Procurement Act (VPPA), Division of Purchases and Supply (DPS)/ Department of General Services (DGS), departmental and institutional policies for all purchases within the Region. Processes orders and writes specifications for public posting. Evaluates bids with the user and makes initial award. Responsible for keeping Regional Business Manager, Procurement Specialist Senior and Business Manager aware of potential problems and responsible for keeping them aware of problems resolved on a timely basis. Coordinates contract administration and vendor evaluations. Provides assistance and training to departmental staff.

Minimum Qualifications

Working knowledge of the Virginia Public Procurement Act (VPPA) and Agency Procurement and Surplus Property Manual (APSPM). Must possess a working knowledge of computers and must have at least moderate computer and typing skills. Must demonstrate ability to effectively follow oral and written instructions and managing multiple tasks. Must be able to communicate and deal effectively with vendors, agency personnel and institutional department heads while maintaining harmonious working relationships. Must be able to resolve complaints.

Additional Considerations

Experience related to public or private procurement. State Procurement System (eVA) knowledge. Virginia Contracting Associate (VCA) or higher (VCO) or other related certification. If individual does not have the VCA certification, the individual will be required to obtain their VCA within one (1) year and VCO within two (2) years of being hired as a condition of employment.
