Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a highly skilled and qualified individual to serve as a Substance Use Disorder (SUD) Data Analyst. The purpose of this position is to manage data and analytics between DBHDS and its stakeholders for analysis, reporting, and project management for existing and upcoming projects for the continuum of care for those with substance use disorder and resides in the Office of Research and Evaluation, providing analytic support to the Office of Substance Use Services. This provides direct support to multiple internal and external stakeholders, to include the Office of Child and Family Services. Additionally, this position is responsible for coordinating the agency’s participation in Virginia’s Substance Use Disorder Abatement dashboard.

Additional responsibilities include:
• Cleaning, coding, and analyzing program data using descriptive and inferential statistics.
• Developing appropriate and standardized data metrics across substance use projects to share with stakeholders.
• Creating and disseminating surveys and other assessment tools to determine project outcomes.
• Creating charts and graphs to visualize data; as well as preparing presentations and written reports to share and present findings.
• Attend and serve as primary agency representative for a variety of committees, most notably the SUDA platform sponsored by the Opioid Abatement Authority.
• Forming cooperative relationships and contributing to a collaborative culture with team members within the primary offices the position supports, as well as with other agencies and stakeholders.
• Developing and making recommendations for needed data infrastructure within the Office of Substance Use Services and Office of Child and Family Services’ substance use initiatives.
• Developing and maintaining project work plans for various data needs across projects and communicating status regularly to supervisor and others as needed/requested.

Minimum Qualifications

• Experience and proficiency in data analysis and evaluation to include the ability to collect, analyze, and report on findings to include data visualization models.
• Ability to foster collaboration with diverse stakeholders by promoting collaborative goals.
• Strong interpersonal skills and the ability to establish and maintain effective relationships with federal, state, and local entities, private providers and internally among colleagues.
• Ability to formulate solutions and recommendations based on analyses/evaluations and to communicate effectively.
• Experience working with committees and working groups as a lead representative for their employer.
• Ability to create reports and presentations for diverse audiences that clearly and accurately communicate information.
• Experience and proficiency with developing appropriate data metrics including outputs and outcome data.
• Experience and proficiency creating and analyzing surveys.
• Experience extracting data from large or diverse databases.
• Experience as a data analyst or other relevant field (researching and collecting, cleaning, storing, and analyzing data).
• Knowledge of quantitative and qualitative research design, methods, and analysis.
• Knowledge of how to utilize applied descriptive and inferential statistics.
• Experience using SQL or Python to extract data from a relational database.
• Experience utilizing at least one of the following statistics packages: SPSS, STATA, SAS, and/or R.
• Experience utilizing Power BI to extract, assess, and visualize data.
• Ability to work independently with minimal supervision and function as part of a team.

Additional Considerations

• Working knowledge of state government and the behavioral health field.
• Knowledge of substance use disorder.
