Job Duties

The Virginia Department of Agriculture and Consumer Services is seeking an effective program manager to lead the Office of Weights and Measures. This position manages a program that administers and enforces laws and regulations designed to ensure that consumers receive the represented quantity and quality of products they purchase, including the Motor Fuels Law and the Weights and Measures Law. This position also manages the operations of the agency’s Metrology Laboratory which is tasked with certifying weighing and measuring standards used by industry, as well as the calibration of standards used by program staff. The successful candidate will evaluate, monitor and enforce laws and regulations pertaining to weights and measures and motor fuel quality issues; review inspections and investigative activities; and serve as a technical resource for industry and other state agencies. Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth’s telework policy.

Minimum Qualifications

Knowledge of assigned laws, regulations, and technical specifications specifically as related to weights, measures, petroleum, or scales industries and/or of the processes involved with investigations and administrative hearings. Computer proficiency to include MS Office Suite. Ability to develop and monitor the organization's budget; to manage a statewide inspections program; to lead and supervise staff that are located throughout the state, promote teamwork and customer service, and achieve expected results; and to develop and maintain good public relations. Demonstrated ability to communicate effectively orally and in writing, to interpret and apply rules and regulations and experience overseeing the conduct of investigations and participating in administrative or judicial hearings. Selected applicant must have and maintain a valid Virginia driver’s license and a driving record that reflects a sense of responsibility for highway safety

Additional Considerations: A combination of related education, training, and experience indicating possession of the preceding knowledge, skills, and abilities to include knowledge of business or public administration, criminal justice, law or related field. Experience overseeing the conduct of investigations and participating in administrative or judicial hearings. Demonstrated leadership capabilities in projects or assignments of similar nature or scope as those carried out by the program. Supervisory experience in enforcement, inspection, or investigative activities in a regulatory environment such as weights and measures
