Description for Candidates:

  • Plan and deliver the district maintenance contract program. Provide technical leadership, coordination and support to district and area maintenance staff. To perform contract analysis and administration functions including researching, developing, monitoring and evaluating contracts.

    How you will contribute:
  • Contract Development: Develop and administer emergency response and asset maintenance service contracts. Ensure recommendations follow standard practices and procedures and that contract proposal is complete prior to submission to appropriate section or division. Monitor effectiveness of contractor activities for compliance with the contract.
  • Emergency Response: Coordinate the district's outsourced emergency response program including snow operations planning, hurricane readiness, HERT formation, incident management, etc. Lead contract-related initiatives to develop procedures for district emergency response program. Develop partnerships and coordinate with localities regarding emergency response efforts. Serve as liaison with interstate/highway contractors to monitor incident management and severe weather events to ensure efficient implementation of emergency operation plans. Develop and administer severe weather mobilization plans in coordination with maintenance areas and duty officers. Serve as District Duty officer as scheduled. Brief management on emergency response activities. Monitor Virginia Operations Information System (VA Traffic) for updates and to relay critical information that may impact the traveling public.
  • FEMA and FHWA Reimbursements: Coordinate, monitor, and provide financial reports related to emergency projects such as snow cost, slope failures, hurricanes, and floods. Establish records for all emergency events to track storm-related damage, corrective actions needed, costs, etc. as required by management, FEMA, FHWA or others. Work with TOC staff on events and respond to their requests. Prepare FEMA and FHWA documentation for major events and track storm costs to ensure reimbursement.
  • Maintenance Service Contracts: Manage and administer district maintenance contracts. Interpret contract outcomes and performance targets. Document and communicate results based on evaluations and inspections. Manage expenditures and validate payments. Reject invoicing for non-compliant work. Analyze budget looking for trends and potential funding issues. Facilitate communication between VDOT representatives and external stakeholders to promote understanding of the interstate maintenance contracting program. Review stakeholder concerns regarding contractor performance issues and identify resolution.

  • Considerable working knowledge of the Road and Bridge Standards and Specifications, Virginia Work Area Protection Manual and MUTCD.
  • Knowledge of OSHA and environmental laws and regulations.
  • Knowledge of VA Procurement Act and contract management principles and practices.
  • Knowledge of VDOT emergency response procedures.
  • Knowledge of contract administration and project development practices and methodology.
  • Knowledge of contract development and monitoring to include managing large contracts, assuring terms and conditions are met.
  • Knowledge of economic principles including life cycle cost analysis, cost-benefit analysis, and budget development.
  • Knowledge of roadway maintenance and construction equipment, materials and methods.
  • Skill in providing and promoting good customer service to internal and external customers.
  • Skill in reading and interpreting construction and maintenance plans.
  • Skill in the use of computers and software applications.
  • Skill in writing technical documents and contracts and generating detailed reports.

  • Minimum Qualifications:
  • Ability to oversee maintenance activities of varying complexity for multiple contracts.
  • Ability to perform field investigations, assess and document work performed by contractors.
  • Experience applying economic principles including life cycle cost analysis, cost-benefit analysis, and budget development.
  • Experience in contract administration and management.
  • Knowledge of OSHA and environmental laws and regulations.
  • Knowledge of roadway maintenance and construction operations, road and bridge standards and specifications, VA Work Area Protection Manual and MUTCD.
  • Skill in reading, interpreting construction and maintenance plans.
  • Skill in the use of computers and software applications.
  • Skill in writing technical documents, contracts and generating detailed reports.
  • Valid driver's license.

  • Additional Considerations:
  • A combination of training, experience, or education in Civil Engineering or related field desired.
  • Experience working on roadway maintenance and construction projects.
  • Knowledge of VDOT emergency response procedures.
  • Knowledge of the Virginia Procurement Act and how it relates to contract management and administration.
