The Virginia Department of Juvenile Justice (DJJ) protects the public by preparing court-involved youth to be successful citizens. DJJ is seeking a Financial Operations Director. This senior leadership position serves as the lead financial advisor for the agency to provide direction and guidance to all DJJ fiscal management components. This position requires significant independence of action. Receives general direction from supervisor on a broad range of financial issues, seeking guidance only on matters of precedent-setting and politically sensitive issues.
Responsibilities include, but not limited to:
Directs the Unit activities of Accounting, Payroll and Business Offices, to include Food Operations.
Develops and promulgates agency policies concerning fiscal management.
Provides guidance and leadership to Units and staff responsible for financial management and routine administrative functions of their respective work units.
Serves as direct report and backup on financial matters to the Deputy Director of Administration and Finance as well as agency senior leadership.
Minimum Qualifications
Considerable knowledge of the principles of public administration and State government operations. Comprehensive knowledge of the principles and practices of accounting and fiscal management, budget planning, cost allocation implementation and monitoring, and program administration.
Working knowledge of Federal grant systems, state accounting practices, and General Accepted Accounting Principles.
Significant knowledge of automated fiscal / budget system (e.g. spreadsheets, statistical & database software).
Experience in analysis of data from Commonwealth systems such as Cardinal Financials, Cardinal HCM, Performance Budgeting, eVa.
Ability to express self well to a non-technical audience through writing, presentations, reports and analyses.
Demonstrated ability to supervise and the work of others.
Demonstrated ability to train and counsel staff, to prioritize and manage multiple tasks; to analyze data and present reasonable conclusions; develop and conduct employee training; and to interpret complex accounting/fiscal policies, procedures and programs.
Demonstrated ability to communicate effectively, both verbally and in writing; and to perform accurate mathematical computations related to accounting/fiscal management and budget oversight; and to establish effective working relationships.
Demonstrated ability to oversee payroll transactions through DPB and extensive working knowledge of Cardinal.
Demonstrated skills in project management, innovation and process improvement, program management and evaluation.
Demonstrated ability to work collaboratively and effectively with executive level managers, public officials and political officials.
Demonstrated ability to provide expert and effective consultation to internal and external customers, communicate effectively both orally and in writing, and leading a diversified staff.
Experience developing, implementing and communicating policies and procedures.
Prior relevant supervisory experience.
Demonstrated work experience of fiscal management and strategic planning.
Additional Considerations
Prior experience with administration and general accounting and payroll for a large and complex agency with multiple programs and fund sources.
Demonstrated experience with policy implementation and interpretation preferred.
An equivalent combination of professional level training and experience in business administration, public administration or related field.
Prior experience with budget formulation and administration for a large and complex agency with multiple programs and fund sources.
Progressively responsible management experience in an accounting environment including fiscal analysis for a medium to large-size organization.
