    Job Duties

    The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as a Senior Project Management Advisor. The selected competitive candidate will provide exceptional delivery of services to the agency’s Project Management Office.

    Job responsibilities will include, but are not limited to:

    This position provides high-level operational support to the Project Management Office (PMO) Director, including providing direction and oversight to areas within the PMO Division within the Director's purview. The incumbent also provides counsel and advice to the PMO Director on all operational issues within PMO including, but not limited to: staffing, contracts, meetings, and process improvements. The position will ensure streamlined activities within PMO based on the priorities of the Director and the Executive Leadership Team (ELT) including ensuring project deadlines are met and technical/operational issues are elevated and resolved when necessary. Incumbent will also serve as Project Manager as assigned on multiple, complex Information Technology (IT) systems development projects or business-driven projects as needed. In this capacity, the individual ensures project management services are executed efficiently from initiation to closure. The position will be responsible for coordinating across divisions and across the agency to successfully lead cross-cutting projects to successful completion.

    Minimum Qualifications

    Competitive candidates will meet these minimum qualifications:

    Considerable knowledge of/experience with Medicaid and/or other Health Claims Processing Systems.

    Considerable knowledge of/experience with Project Management practices and principles; planning, assigning, and managing resources; constructing project budgets and schedules; and managing multiple projects with competing priorities.

    Considerable knowledge of/experience with both the Systems Development Life Cycle (SDLC) (e.g., design, build, test, deployment) and Project Management Life Cycle (PMLC) (i.e., initiating, planning, executing, monitoring/controlling, and closing projects).

    Knowledge of/experience with successfully leading project teams through implementations, including at least one successfully led project in excess of $1M.

    Considerable knowledge of/experience with MS Project, including creating, managing, analyzing, and reporting on integrated project schedules.

    Knowledge/experience with interpretation and application of federal and state laws and regulations.

    Experience in meeting deadlines.

    Experience with internal/external stakeholders.

    Additional Considerations

    Competitive candidates should meet these additional considerations:

    Knowledge of/experience with Medicaid Enterprise System (MES) or Medicaid.

    Knowledge of/experience with claims processing in large scale healthcare processing systems.

    Knowledge of policies, principles, and practices of public administration, management, and business administration.

    Project Management Institute (PMI) Project Management Professional (PMP) certification is preferred.

    Maintains PMP credential and relevant state project management qualifications (e.g., VITA).
