Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a qualified and experienced individual to serve as the State Opioid Response (SOR) Prevention Coordinator. This position provides oversight and day-to-day Prevention coordination of SOR funding from the Substance Abuse and Mental Health Services Administration, as well as assisting with developing strategies, systems, and structures to track funding and ensures funds are allocated equitably and in accordance with SAMHSA guidelines. Duties include but not limited to: assisting with developing and maintaining a robust administrative system; conducting physical and virtual site visits and auditing to ensure compliance with grant requirements; ensuring that all subrecipients satisfy elements of the SAMHSA’s Notice of Award (NOA); tracking progress toward SOR organizational and programmatic outcomes and goals; assisting with determining funding needs of the community; monitoring fiscal account of funds allocated to subrecipients; providing technical assistance and training; collaborating with internal offices to generate Exhibits and contracts for subrecipients; and evaluating if subrecipients are achieving its grant goals and objectives and assisting with implementing adjustments if challenges arise. This position is a restricted position funded by a federal grant ending September 24, 2027 and is not eligible for layoff benefits per DHRM state policy 1.30. Continued employment in this position beyond the stated end date is contingent upon funding.

Minimum Qualifications

• Clear understanding of and the ability to apply Federal and State Conflict of Interest Strong Policy to subrecipients. Must be able to function without conflict of interest, with a degree of independence and with discretion.
• Knowledge of federal and state statutes, regulations, rules, and policies of funder (s) and the State of Virginia and how they relate to Opioid Use Disorder (OUD) prevention, harm reduction, recovery, and treatment services.
• Knowledge of and experience with the public and private behavioral health and recovery service delivery system in Virginia.
• Knowledge of and practical experience with contemporary treatment of opioid addiction and other substance use disorders (SUD).
• Knowledge of the full continuum care of substance use, including prevention activities, harm reduction strategies, recovery supports and treatment services.
• Knowledge and understanding of recovery concepts and person-centered practice, and how to apply these principles for proposal review and performance outcomes.
• Knowledge and experience in writing treatment and recovery goals and objectives.
• Strong organization and time management skills to coordinate multiple projects, and spearhead initiatives.
• Skilled in tracking, interpreting, evaluating, and analyzing data.
• Ability to cultivate and maintain strong relationships with all stakeholders, internally and externally to include SAMHSA, subrecipients, other DBHDS offices, and other strategic partners.
• Demonstrated ability to support organizational awareness of addiction service needs, and the use of SOR funding to expand services.
• Excellent written, verbal and presentation skills.
• Ability to communicate with a variety of individuals across diverse settings.
• Ability to research policies and best practices to support projects and initiatives.
• Ability to accurately track expenses and manage a budget.
• Ability to maintain well-organized electronic files, including use of SharePoint.
• Ability to work under pressure and respond to deadlines without sacrificing work quality.
• Demonstrated analytical and persuasive writing skills experience, including ability to convey complex information in a clear manner to diverse audiences.
• Intermediate to expert skills in Microsoft Office Products (i.e. Word, Excel, PowerPoint, Outlook, etc.).

Additional Considerations

• Certified Substance Abuse Counselor or equivalent.
• Experience working in behavioral health and or substance use disorder setting.
• Experience managing grants and budgets.
