The Virginia Department of Transportation (VDOT) is excited to offer and announce a competitive opportunity to serve as a Procurement Manager in our Administrative Services Division (ASD) - Field Services! The base location for this position will be in the Lynchburg District Office. In this position you will be is assisting heroes who all contribute to building, inspecting and maintaining highways and facilities throughout Lynchburg District.

The person in this role will manage the district procurement programs and functions for a variety of purchases for goods and services, establish and maintain various procurements using all public purchasing methods and determine the appropriate method of competitive processes. Assist as a procurement advisor for all procurement issues, including application of law, policies, procedures and delegated authority.

This advanced level professional will manage problems related to procurement, policy interpretation, contract administration and vendor performance. The role will also assist with district-wide reviews for procurement compliance to ensure all policies and procedures are followed and provide guidance to District procurement personnel for procurement operations.

This challenging and rewarding position’s specific responsibilities and duties will include, but are not limited to:

Procurement Reviews: Analyze procurement program activities related to organizational structure, staffing systems, manual and automated processes, documentation, and voucher and invoice processing. Develop procurement review reports and conduct exit interviews. Advise and respond to requests for professional assistance and consultation related to procurement, policies, procedures and practices. Recommend increases, suspensions, or revocations of delegated authority. Promote, seek and encourage increased participation in VDOT's SWAM Plan and initiatives. Identify statewide needs and cost saving opportunities. Develop guidelines for operational efficiencies that promote best purchasing practices.

Analysis and Assessments of Procurement Procedures: Provide in-depth analysis and impact assessments of procurement procedures to improve and enhance statewide procedures that have a direct influence on fiscal positions of VDOT. Serve as Division's FOIA coordinator.

Minimum Qualifications

  • Experience using automated procurement systems, e-commerce and e-procurement.
  • Experience supervising and training staff.
  • Ability to obtain and maintain Virginia Contracting Officer (VCO) certification.
  • Skill in the use of computers and software applications.
  • Project management and process improvement experience.
  • Ability to obtain one of the following certifications: Certified Public Procurement Officer (CPPO), Certified Public Procurement Buyer (CPPB) or Certified Professional Purchasing Manager (CPM).
  • Experience in procurement and material management related operations.
  • Knowledge of federal, state, local procurement laws, regulations, administration, and organization.
  • Ability to communicate effectively orally and in writing.
  • Ability to analyze and evaluate highly complex procurements.

 

Additional Considerations

  • Possession of Virginia Contracting Officer certification.
  • Virginia Contracting Officer (VCO) Certification - Maximum
  • Possession of CPPO, CPPB or CPM Certification.
  • Experience in project management and process improvement and evaluation techniques.
  • A combination of training, experience, or education in Business Administration, Public Administration or related field desired.
  • Management of procurement operations and staff in a large, diverse organization.

VDOT is an emergency operation agency.  Positions physically working within district boundaries, including those that administratively report to Central Office, may be assigned to emergency response duties at the discretion of the District Engineer or Administrator.

Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy.

VDOT utilizes a market-based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.

This position requires the submission of a Statement of Economic Interests (financial disclosure).
