THE DIVISION

DCR’s Soil and Water Conservation staff administers nonpoint source pollution control programs required by state law. They include nutrient management, agricultural best management practices, resource management planning, shoreline erosion advice, and the administrative, technical, and financial support of Virginia’s 47 soil and water conservation districts.

THE OPPORTUNITY

This position reports directly to the Soil and Water Conservation Division Director and serves as the division’s primary manager of the programs, assigned staff, and resources that provide application, data, and other services to 47 Soil and Water Conservation Districts (SWCDs), including the Non-Point Source Assessment, Geographical Information Systems (GIS), Conservation Application Suite, and other database application and management within the division in order to improve the quality of Virginia’s soil and water resources. This position collaborates with agency business, system, and data owners; develops and executes projects, operations plans, and governance processes and procedures; monitors team progress; and ensures the successful delivery of Division technical solutions and IT operations.

Serving as the Division’s primary project manager on application development projects, the position provides policy direction and financial accountability and ensures the efficiency of these applications and services. Proactively, the position will plan for system upgrades, migrations/modernizations, and managing technical debt. The position also directs the preparation of reports on program implementation and resource needs to provide current and accurate data to demonstrate progress towards pollution reduction targets established by state and federal statutes, regulations, and policies.

Minimum Qualifications

  • Experience with managing and leading technical projects, teams, and staff.
  • Possess PMP and/or Virginia Information Technology Agency PM certification (or be able to obtain within six months of hire).
  • Experience with Agile project management methodology.
  • Considerable experience and proficiency with ESRI GIS Technology stack (Desktop, Enterprise, Online, Mobile, etc.)
  • Familiarity with business intelligence tools including Microsoft Power BI, data warehousing concepts and practices, and ETL (Extract, Transform, Load) processes and tools.
  • Knowledge of SQL Server and/or Oracle RDBMS Enterprise Databases and DMBOK principles.

Additional Considerations

  • Knowledge of integrating data via APIs, including understanding of RESTful APIs, SOAP services, and other integration methods.
  • Experience with SQL (PSQL/TSQL).
  • Experience with Python.
  • Experience with administering Windows Servers in an enterprise environment.
  • Knowledge of data privacy laws.
  • Experience with managing data within Virginia State agencies.
  • Experience with IT security requirements under VITA ITRM Standard SEC530.
  • Possess current CSM/PMO certification.
  • Understanding of the mission and programs of the DCR Division of Soil and Water Conservation.
